City of Hickory announces new Public Utilities Director

Effective Saturday, June 1, Hickory City Manager Warren Wood promoted William (Will) Hamblin as the City of Hickory’s new Public Utilities Director.  Former Director Shawn Pennell retired on May 31.

Hamblin will assume full management and supervisory responsibility for Public Utilities Administration, Water Treatment Facility, Henry Fork Wastewater Treatment Facility, Northeast Wastewater Treatment Facility, Pretreatment and Labs, Wastewater Collection System Water Distribution System, and Sludge Composting.

Hamblin brings more than 14 years of experience from the construction and civil engineering industries, working as Hickory’s construction project manager since May of 2021.  

“Will has played an instrumental role in the City’s bond projects, working with construction and utility companies, contractors, property owners, City staff, and many other City partners throughout his time. He has done an excellent job steering these projects, as well as managing many other City projects,” said City Manager Warren Wood.  “I am excited to promote Will to this role at the City.”

“I have enjoyed my time working at the City and I am looking forward to this new role.  I welcome the opportunity to work with our excellent Public Utilities’ team,” said Hamblin.

Hamblin holds a Bachelor of Science degree in Civil Engineering from Clemson University, as well as being a licensed Professional Engineer in North Carolina.  He is a member of the National Society of Professional Engineers – North Carolina Chapter (NSPE-NC) and a graduate of Leadership Catawba through The Chamber of Catawba County.

A South Carolina native, Hamblin lives in Hickory with his wife Paige, and their two children, Thomas and Elena.
